Ruslan Mukhtarov

Ruslan Mukhtarov is a seasoned legal professional with nearly two decades of experience in Azerbaijani and international legal practice, with a particular focus on commercial law, fintech, legal tech, and corporate advisory services. He has successfully led and advised on high-value transactions, corporate structuring, cross-border investments, and complex litigation matters.

Throughout his career, Ruslan has acted as legal counsel to major international corporations including Samsung Engineering, IATA, Boeing, Polpharma, and British-American Tobacco. His expertise covers a wide range of areas such as M&A transactions, real estate acquisitions, IP disputes, corporate governance, and migration law. He has played a key role in landmark infrastructure and financing projects, including a USD 320 million rehabilitation of Azerbaijan’s strategic motorway network.

As a founder and partner of various top-tier law firms and the founder of legal-tech platform Techlaw.az, Ruslan has been at the forefront of innovation in the legal services industry in Azerbaijan. His track record also includes setting up legal departments for leading businesses and representing clients in multimillion-dollar real estate, M&A, and IP disputes.

He holds multiple LL.M. degrees, including a Master’s in Tech Law from Mykolas Romeris University and in Commercial Law from Nottingham Trent University, in addition to his foundational legal education from Baku State University. Ruslan is a member of the Azerbaijani Bar Association and fluent in Azerbaijani, Russian, and English.
